One of the most common questions we receive is: "How much does BIS certification actually cost?" The honest answer is that it depends on the scheme, the IS standard, and your factory location (for FMCS). But vague answers are not useful when you are budgeting a compliance programme.

This article provides a complete, transparent breakdown of every fee category for each BIS certification scheme as of 2026 — government charges, lab testing, inspection costs, and what a consultant typically charges. All figures are in Indian Rupees (₹) and include applicable GST where noted.

ISI Mark (BIS Scheme I) — Cost for Domestic Manufacturers

ISI Mark under Scheme I is the certification path for manufacturers with production facilities in India. The cost structure has three layers: government fees, lab testing, and (optionally) consultant fees.

  • Application fee: ₹1,000 (one-time, non-refundable)
  • Grant of licence fee: ₹18,000–₹25,000 depending on the IS standard
  • Annual marking fee: ₹1,000–₹15,000/year based on production turnover
  • Per-unit marking fee: ₹0.005–₹0.50 per unit depending on product and volume
  • BIS officer inspection travel: ₹15,000–₹40,000 (factory location and officer travel distance)
  • Lab testing: ₹10,000–₹80,000 depending on IS standard complexity and number of test parameters
  • Total first-year cost (estimate): ₹50,000–₹1,80,000 for most standards
  • MSME concession: up to 80% off government fees for micro enterprises; 20% for small enterprises
Note: Lab testing is typically the largest variable cost. A simple IS with 5-6 test parameters costs ₹10,000–₹20,000 in lab fees; a complex IS with electrical safety, performance, and durability tests can cost ₹60,000–₹80,000.

FMCS (BIS Scheme II) — Cost for Foreign Manufacturers

FMCS is the most expensive BIS certification route because it requires overseas factory inspection by BIS officers. The total cost depends heavily on where your factory is located.

  • Application fee: ₹25,000 (approximately)
  • BIS officer overseas travel deposit: ₹1,50,000–₹3,00,000 (refunded in part after actual travel costs are settled)
  • Actual inspector costs: economy airfare + accommodation + per diem for 2 BIS officers for 3–5 days in your country
  • Lab testing (at BIS-recognised lab, may be in India or abroad): ₹20,000–₹1,00,000
  • Annual licence fee: ₹15,000–₹25,000/year
  • Annual marking fee: similar to ISI Mark — volume-based
  • AIR fee: ₹50,000–₹1,50,000/year (if using a third-party AIR)
  • Total first-year estimate: ₹3,00,000–₹7,00,000 for factories in Asia; higher for EU/US factories due to travel distance

CRS Registration — Cost for Electronics Products

CRS is the most cost-predictable BIS scheme because there is no factory inspection. Costs are per product model.

  • Registration fee: ₹28,000 + 18% GST = ₹33,040 per product model
  • Lab testing: ₹10,000–₹50,000 per model (varies by IS standard)
  • Renewal (every 2 years): ₹10,000 + GST = ₹11,800
  • Total per model (first registration): ₹45,000–₹85,000 all-in
  • Multi-model batching: testing some parameters together can reduce per-model lab costs by 20–40%
Note: No MSME fee concession for CRS. The ₹28,000 government fee applies equally to micro enterprises and large corporations.

BIS Hallmarking — Cost for Jewellers

BIS hallmarking involves two separate cost streams: jeweller registration (one-time) and per-piece hallmarking at an AHC.

  • BIS jeweller registration: free (no government charge for online registration)
  • AHC hallmarking fee: ₹35–₹45 per piece (varies by AHC and batch size)
  • Bulk rates: many AHCs offer ₹25–₹30 per piece for batches over 100 pieces
  • No annual licence fee for jewellers (unlike ISI Mark)
  • Total cost is purely volume-driven — a jeweller hallmarking 500 pieces/month spends approximately ₹17,500–₹22,500/month in AHC fees

Consultant Fees — What Does a BIS Consultant Charge?

Most manufacturers and importers use a BIS consultant (like Complyr) to manage the certification process. Consultant fees are separate from and in addition to the government and lab fees listed above.

Consultant fee structures vary significantly across the industry:

  • ISI Mark consultancy: ₹30,000–₹1,00,000 depending on IS standard complexity and how much support the client needs
  • FMCS consultancy: ₹75,000–₹2,50,000 for end-to-end management (including AIR service)
  • CRS consultancy: ₹15,000–₹50,000 per model for full portal submission and liaison
