FMCS Certification
For foreign manufacturers exporting to India. The Foreign Manufacturers Certification Scheme (FMCS) is BIS Scheme II — mandatory for most QCO-covered products imported into India.
What is FMCS?
The Foreign Manufacturers Certification Scheme (Scheme II) enables overseas manufacturers to obtain BIS certification and use the ISI Mark on products exported to India. It is the only path to legal import for products under mandatory Quality Control Orders.
Unlike domestic Scheme I, FMCS requires a BIS factory inspection at your overseas manufacturing site and appointment of an Authorised Indian Representative.
Certification process
Eligibility check
We confirm your product falls under a mandatory QCO or is voluntarily certifiable, and review which Indian Standard applies.
Authorised Indian Representative (AIR)
You appoint Complyr (or a designated entity) as your Authorised Indian Representative, as required by BIS.
Application submission
We prepare the complete FMCS application — product details, factory information, quality system documents, and test reports.
BIS factory inspection
A BIS officer travels to your overseas factory. We coordinate scheduling, prepare checklists, and support you through the audit.
Licence grant and maintenance
BIS issues the licence. We handle annual renewals, marking compliance, and any product modifications.
FAQ
What is FMCS?
Foreign Manufacturers Certification Scheme (Scheme II) allows overseas manufacturers to certify products for the Indian market with BIS approval, without needing a local manufacturing facility.
How long does FMCS take?
Typically 6–12 months from application to licence, as it involves overseas factory inspection by a BIS officer. The timeline depends heavily on BIS scheduling.
Do I need a local presence in India?
Yes, you must appoint an Authorised Indian Representative (AIR) — an entity registered in India. Complyr can serve in this capacity.
Which products require FMCS for import?
All products subject to a mandatory Quality Control Order (QCO) require ISI Mark. Foreign manufacturers must use FMCS to obtain this mark before importing into India.
