BIS CRS Registration for LED Lights in India: Complete 2026 Guide

LED lighting products are among the most commonly BIS-certified electronics in India, and among the most frequently rejected at customs for non-compliance. If you manufacture or import LED lights, lamps, drivers, or luminaires for the Indian market, CRS registration is mandatory under the Electronics and IT Goods QCO. This guide covers everything you need to know.

Which LED Products Require BIS CRS Registration?

The following LED product categories require mandatory BIS CRS registration before they can be sold or imported into India:

  • Self-ballasted LED lamps (LED bulbs for general lighting, E27/B22 base) — IS 16102 Part 1
  • LED downlighters and spotlights — IS 10322 Part 5 Section 1
  • LED street lights and area luminaires — IS 10322 Part 5 Section 3
  • LED panel lights and troffers — IS 10322 Part 5 Section 2
  • LED flood lights — IS 10322 Part 5 Section 4
  • LED strip lights and modules — covered under relevant IS 16103 series
  • LED drivers and power supplies — IS 15885 Part 2 Section 13
  • Emergency LED luminaires — IS 16173
Note: The applicable IS standard depends on the specific LED product type and wattage range. IS 16102 Part 1: 2026 was recently updated — if you previously tested against the 2018 edition, re-testing may be required.

Updated IS 16102 Part 1: 2026 — What Changed

BIS updated IS 16102 (Part 1) in early 2026. The new edition aligns with IEC 62560 and introduces several changes that affect manufacturers and importers:

  • Extended rated input power range: now covers LED lamps up to 60W (previously up to 35W)
  • Revised lumen maintenance requirements at 2,000 hours
  • Updated surge immunity test requirements
  • Stricter power factor requirements for lamps above 5W
  • New requirements for colour rendering index (CRI) declaration
Note: Test reports issued under the old IS 16102 edition are not acceptable for new CRS applications after the revised standard's effective date. Verify your test report references the correct edition.

The CRS Registration Process for LED Products

  • 1. Identify the exact IS standard for your LED product category and confirm the current edition
  • 2. Prepare product samples (typically 5–10 units per model depending on the IS)
  • 3. Submit samples to a BIS-recognised testing laboratory — verify the lab is recognised for the specific IS, not just for "LED" generally
  • 4. Lab conducts testing: photometric testing (lumen output, efficacy, colour temperature, CRI), electrical safety testing (insulation, dielectric strength), EMC testing, and durability/lifetime tests
  • 5. Lab issues a test report — valid for 90 days from the test date for BIS submission purposes
  • 6. Create an account on BIS Connect portal (crsbis.in) and submit the application with test report, product photos, technical specifications, and declaration of conformity
  • 7. BIS reviews the application (typically 2–4 weeks); may raise queries
  • 8. BIS issues R-CRS registration certificate; affix R-CRS mark on product and packaging

Common Rejection Reasons for LED CRS Applications

Based on common application outcomes, these are the most frequent reasons BIS rejects or queries LED CRS applications:

  • Lab not BIS-recognised for the specific IS standard — always verify on bis.gov.in before sending samples
  • Test report issued against wrong IS edition or missing test parameters required by the IS
  • Product photos do not clearly show the model number, brand, and rated specifications
  • Declaration of conformity signed by incorrect entity (must match the applicant's registered name)
  • Mismatch between test report specifications and product declaration form
  • Expired test report (older than 90 days at the time of portal submission)
  • Model number on application does not exactly match the model number on the test report

Fees and Timeline

  • Government CRS registration fee: ₹28,000 + 18% GST = ₹33,040 per model
  • Lab testing for LED lamps (IS 16102): ₹15,000–₹35,000 per model
  • Lab testing for luminaires (IS 10322): ₹25,000–₹60,000 per model (photometric chamber testing is more expensive)
  • Total per model estimate: ₹50,000–₹95,000
  • Timeline from sample submission to registration certificate: 5–10 weeks
  • Renewal: every 2 years at ₹10,000 + GST per model

Marking Requirements on LED Products

Every registered LED product sold in India must carry the R-CRS mark. The following information is required on the product or its packaging:

  • R-CRS mark (the BIS registration logo)
  • Registration number (issued in the certificate)
  • IS number and year (e.g., IS 16102 Part 1: 2026)
  • Rated wattage, voltage, frequency
  • Colour temperature and CRI (if declared)
  • Brand name and model number (must exactly match the registered model)
  • Country of origin
