FMCS

Foreign Manufacturers Certification Scheme — BIS Scheme II for overseas manufacturers exporting to India.

The Foreign Manufacturers Certification Scheme (FMCS), also known as BIS Scheme II, is the certification path for manufacturers based outside India whose products are subject to mandatory QCOs. An FMCS licence allows the overseas manufacturer to affix the ISI Mark and export products legally to India.

FMCS requires appointment of an Authorised Indian Representative (AIR) — a legal entity registered in India — and involves an overseas factory inspection by one or two BIS officers at the applicant's expense. Inspector travel costs (airfare, accommodation, per diem) typically add ₹1.5–3 lakh to the certification cost.

The typical FMCS timeline is 6–12 months. Manufacturers in China, Korea, Japan, EU countries, and the US commonly use FMCS to access the Indian market. The resulting licence is the same ISI Mark as Scheme I.
