BIS Certification for Cement & Building Materials — India 2026
Mandatory BIS ISI Mark certification for cement, fly ash bricks, AAC blocks, roofing sheets, tiles, and other construction materials under active Quality Control Orders.
Cement and building materials are subject to some of the most comprehensive mandatory BIS certification requirements in India. The Bureau of Indian Standards has notified Quality Control Orders across virtually all cement grades and a growing list of construction products. Substandard building materials pose public safety risks — enforcement is active and penalties under the BIS Act 2016 are substantial.
Applicable BIS Scheme
ISI Mark (Scheme I / FMCS)
All cement and most building materials use ISI Mark (not CRS). Domestic manufacturers apply under Scheme I; overseas manufacturers exporting to India apply under FMCS (Scheme II). The ISI Mark must appear on cement bags and product labels before sale.

QCO Compliance Note: All Portland cement grades are under mandatory QCO. Non-ISI cement cannot be sold, stored, or used in construction in India. Recent enforcement actions have led to factory closures and criminal prosecution of manufacturers. If you import cement or cement raw materials, verify QCO applicability for your specific product before shipping.
